Cross-cutting all focus areas; UNDP promotes human rights and gender equality through all activities and also encourages the private-public partnerships as a tool for sustainable development.
· Human Rights - UNDP considers human rights as a key component to development. Minority issues are high on the Bulgarian Government’s agenda. The situation of Bulgaria’s minority groups represents a challenge in Bulgaria’s EU accession programme. Through its projects and advocacy, UNDP assists national efforts in addressing minority issues.

· Gender Equality - At global and national levels UNDP applies a corporate approach that aims to promote ‘gender equality and women’s empowerment’ as an integral part of all UNDP policies and programmes. A number of studies have been carried out nationally which have found existing gender disparities and point to the need to include gender concerns whenever policy decisions are made. UNDP has provided continuous support to national partners – parliamentarians, NGOs, academia – to advocate and mainstream the gender agenda into respective policies and practices.
