For the first time the disaggregated human development index is used to compare municipalities making one administrative district of the country.
The report is on the theme of "The 2002 Human Development Index: Municipalities in the Context of Districts". Comparison between municipal and district human development indices reveals stark contrasts between neighbouring municipalities belonging to one and the same district. Overcoming those disparities involves putting in place democratic self-government and accountability mechanisms on all governance levels in this country.
