Call for PROPOSALS to conduct FINAL IMPACT ASSESSMENT STUDY OF THE GLOB@L LIBRARIES – BULGARIA PROGRAM IMPORTANT NOTE: A technical mistake was noted in Annex 4. Terms of Reference (TOR), page 21 “Survey methodology”, point 2, which has been corrected on 10 April 2013 as follows: 2. Sampling method: The sampling frame is the GLB target library users of the age group 7 – 18+. The sampling method is expected to be a two-stage stratified cluster sampling with a random selection of respondents at the final stage. At the first stage it is expected that there are selected 500 target libraries, proportionally to the number of target libraries in the 28 districts, followed by a stratified distribution of libraries inside each district proportionally to the settlement type structure of the target libraries (villages, small towns, district center). The target libraries will have the role of clusters in sampling terms. Five respondents will be selected for each target library. UNDP is seeking to employ qualified individual for a part-time position of: Programme/Finance Associate (PFA) – REF. PFA 2012 Responsibilities: Under the guidance and direct supervision of the Head of Office, the Programme/Finance Associate (PFA) supports on a part-time (50%) basis the administration and the implementation of programme/operations activities, including administration of budgets, accounting and administrative support. The PFA provides administrative services to the UNDP PMO, manages data and facilitates project implementation. The PFA works in close collaboration with the operations, finance and project teams and promotes a client-oriented approach consistent with UNDP rules and regulations. Main objectives: The PFA provides administrative support to the UNDP Project Management Office activities focusing on the following results: proper control of the supporting documents for payments and review of projects Financial Reports; maintenance of the internal expenditures control system, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in the ERP system; creation of vendor set-up information in the ERP system; creation of e-requisition in the ERP system; assistance in the preparation of files for archiving; acts as an alternate for treasury functions. Requirements: University degree in Business or Public Administration, Economics, Political or Social sciences or related field; Certification in Accounting or Finance would be an asset; Minimum 5 years of relevant administrative or project implementation experience; excellent computer skills (MS Word, Excel, etc); advance knowledge of spreadsheet and database packages; experience in handling of web based management systems; fluency in English. Project 00071115: ‘Bulgarian Libraries – Access Points to Information and Communication for All’ Program (Glob@al Libraries – Bulgaria Program) announces A REQUEST FOR PROPOSALS Subject: IMPACT ASSESSMENT BASELINE STUDY (Ref. No RFP/BGR/00071115/001/2010) The objective of Glob@l Libraries – Bulgaria (www.glbulgaria.bg) is to provide easy and equitable access to information, knowledge, communications and electronic services in public libraries via free use of the Internet and other information and communication technologies. In the period 2010-2013, the program shall enable the use of ICT equipment and Internet by visitors at 900 public libraries in towns and villages countrywide. Approximately 3,000 librarians will be trained in computer literacy, library service delivery and library management. The successful implementation and long-term sustainability of the program need a system for ongoing assessment of progress and results, and for tracking of the identified success indicators. The program outputs, outcomes, objectives and desired impact together with the respective indicators are organized in an Impact Planning and Assessment Framework (IPAF). The present invitation is to request proposals for baseline study implementation to measure the initial values of all IPAF indicators in the target libraries at the outset of the program. UNDP Bulgaria is looking for one international consultant to conduct a final evaluation of project “Integrating Global Environmental Issues into Bulgaria’s Regional Development Process (Rio Conventions Project). The International Team Leader will work in a team with a National Consultant. The Evaluation shall be carried out in accordance with the UNDP-GEF Monitoring & Evaluation (M&E) policy, available on-line at: http://www.undp.org/gef/monitoring/policies.html. It is expected to provide professional assessment of the project implementation successfulness against the set objectives and indicators, including contribution of the project to achieving global environmental benefits. The evaluation will also collate and analyze lessons learn and best practices obtained during the period of the project implementation that can be further taken into consideration during development and implementation of other GEF projects in Bulgaria and elsewhere in the world. Interested consultants shall have prior experience in evaluating similar projects. Former cooperation with GEF is an advantage. Other requirements which would be taken in mind when evaluating potential candidates include: (i) Recent experience with result-based management evaluation methodologies; (ii) Experience applying participatory monitoring approaches; (iii) Experience applying SMART indicators and reconstructing or validating baseline scenarios; (iv) Recent knowledge of the GEF Monitoring and Evaluation Policy; (v) Recent knowledge of UNDP’s results-based evaluation policies and procedures (vi) Competence in Adaptive Management, as applied to capacity development natural resource management, spatial planning and regional development projects; (vii) Recognized expertise in the cross-cutting area of environmental protection and regional development / spatial planning; (viii) Familiarity with regional development, spatial planning policies and administrative-territorial division in Bulgaria is an asset; (ix) Demonstrable analytical skills; (x) Work experience in relevant areas (regional development and spatial planning, environmental management and planning, SEA) for at least 10 years; (xi) Experience with multilateral or bilateral supported capacity development projects; (xii) Project evaluation experiences within United Nations system will be considered an asset; (xiii) Excellent English communication skills. The International Team Leader must be independent from both the policy-making process and the delivery and management of assistance. Therefore, applications will not be considered from evaluators who have had any direct or indirect involvement with the design or implementation of the project. The independent final evaluation shall be carried out in the period 5 July – 3 September 2010 for a total of 15 working days, including 4 in-country.
