UNDP is seeking to employ qualified individual for the position of: ICT Consultant – REF. ICTC Responsibilities: the ICT Consultant provides ICT services to the UNDP Project Management Office, supports the implementation of ICT management systems and strategies, provides technical support to users of information management tools and technology infrastructure. Main objectives: Servers’ maintenance including regular OS updates, regular checks of system logs; Performance of data and AD backup, maintenance of backup logs, regular testing of data restore; AD maintenance including provisioning/deprovisioning of user accounts, maintenance of user groups and security settings; Workstation maintenance, monitoring of antivirus software updates, incident reporting to office management; Troubleshooting problems with local servers, workstations and other IT equipment within predefined timeframes; Provision of advice with regard to hardware and software upgrades. Requirements:. University computer science education or 3 years experience in IT support; Microsoft Windows Vista/7/Server installation, configuration and troubleshooting skills; Microsoft Office installation and configuration Experience in systems and network monitoring and troubleshooting; Experience in Windows user accounts maintenance; Software and hardware troubleshooting skills; Working with OS images is an advantage Knowledge of printers, scanners, fax, beamers and other peripheral ICT equipment; People skills: communicativeness, building relationships, team work; Excellent reporting skills; Experience in similar donor-funded programs is an advantage. “Glob@l Libraries – Bulgaria” seeks to employ qualified full-timers at the Programme Management Unit (PMU) in Sofia: 1. Regional Managers (up to three positions) - REF. RM – GLB Role description: Member of the PMU’s Target Libraries Department. Interface between the PMU and target libraries / stakeholders (municipalities, chitalishte, other). Overall responsibility for the timely, efficient and effective coordination of field activities involving the assigned number of public libraries. Support to target libraries on their way to evolving as public information and life-long education centres. Summary of requirements: knowledge of Bulgaria’s public libraries, chitalishte or ICT for development; experience in local development; outstanding project management skills – coordination, planning, monitoring, reporting. Ability to collect, aggregate and analyze large volumes of digit and text information. High computer literacy; fluent Bulgarian and good command of English; availability for extensive in-country travel. University degree. 2. Training Specialist – REF. TS - GLB Role description: Member of the PMU’s Training Department. Supports the implementation of the program’s training component in all its aspects. Summary of requirements: excellent administration and coordination skills; knowledge / experience in advertising / production of promotion materials; experience in events management and liaison with service providers. Effective communicator; able to work under pressure handling multiple tasks at a time. Excellent computer literacy; fluent in Bulgarian and in English. University degree. 4. Information Specialist - REF. IS - GLB Role description: Member of the PMU’s Monitoring Department. Supports the implementation of the program’s monitoring, reporting and impact assessment component in all its aspects. Liaises closely with the Regional Managers. Summary of requirements: excellent analytical, reporting, administrative and coordination skills. Advanced computer literacy, incl. statistical software. Ability to work with data banks and process large volumes of text and digit information. Excellent drafting skills in Bulgarian and in English. Effective communicator; pronounced teamwork orientation. University degree. Project 00071115: ‘Bulgarian Libraries – Access Points to Information and Communication for All’ Program (Glob@al Libraries – Bulgaria Program) announces A REQUEST FOR PROPOSALS Subject: IMPACT ASSESSMENT BASELINE STUDY (Ref. No RFP/BGR/00071115/001/2010) The objective of Glob@l Libraries – Bulgaria (www.glbulgaria.bg) is to provide easy and equitable access to information, knowledge, communications and electronic services in public libraries via free use of the Internet and other information and communication technologies. In the period 2010-2013, the program shall enable the use of ICT equipment and Internet by visitors at 900 public libraries in towns and villages countrywide. Approximately 3,000 librarians will be trained in computer literacy, library service delivery and library management. The successful implementation and long-term sustainability of the program need a system for ongoing assessment of progress and results, and for tracking of the identified success indicators. The program outputs, outcomes, objectives and desired impact together with the respective indicators are organized in an Impact Planning and Assessment Framework (IPAF). The present invitation is to request proposals for baseline study implementation to measure the initial values of all IPAF indicators in the target libraries at the outset of the program. RFP Impact Assessment Baseline Study Annexes I-VI

UNDP Bulgaria is looking for one international consultant to conduct a final evaluation of project “Integrating Global Environmental Issues into Bulgaria’s Regional Development Process (Rio Conventions Project). The International Team Leader will work in a team with a National Consultant. The Evaluation shall be carried out in accordance with the UNDP-GEF Monitoring & Evaluation (M&E) policy, available on-line at: http://www.undp.org/gef/monitoring/policies.html. It is expected to provide professional assessment of the project implementation successfulness against the set objectives and indicators, including contribution of the project to achieving global environmental benefits. The evaluation will also collate and analyze lessons learn and best practices obtained during the period of the project implementation that can be further taken into consideration during development and implementation of other GEF projects in Bulgaria and elsewhere in the world. Interested consultants shall have prior experience in evaluating similar projects. Former cooperation with GEF is an advantage. Other requirements which would be taken in mind when evaluating potential candidates include: (i) Recent experience with result-based management evaluation methodologies; (ii) Experience applying participatory monitoring approaches; (iii) Experience applying SMART indicators and reconstructing or validating baseline scenarios; (iv) Recent knowledge of the GEF Monitoring and Evaluation Policy; (v) Recent knowledge of UNDP’s results-based evaluation policies and procedures (vi) Competence in Adaptive Management, as applied to capacity development natural resource management, spatial planning and regional development projects; (vii) Recognized expertise in the cross-cutting area of environmental protection and regional development / spatial planning; (viii) Familiarity with regional development, spatial planning policies and administrative-territorial division in Bulgaria is an asset; (ix) Demonstrable analytical skills; (x) Work experience in relevant areas (regional development and spatial planning, environmental management and planning, SEA) for at least 10 years; (xi) Experience with multilateral or bilateral supported capacity development projects; (xii) Project evaluation experiences within United Nations system will be considered an asset; (xiii) Excellent English communication skills. The International Team Leader must be independent from both the policy-making process and the delivery and management of assistance. Therefore, applications will not be considered from evaluators who have had any direct or indirect involvement with the design or implementation of the project. The independent final evaluation shall be carried out in the period 5 July – 3 September 2010 for a total of 15 working days, including 4 in-country.
